High-speed rail link may be fast approaching
Timing is perfect, president of chamber of commerce says

MARK CARDWELL
Freelance

Thursday, September 13, 2007

The long-discussed idea of building a high-speed train between Quebec City and Montreal will become a reality in the coming months, predicts the new president of the chamber of commerce here.

"The timing for a project like this is perfect," said Daniel Denis, a Quebec City native and architect who took over as head of the 198-year-old association in June.

"There is growing concern for the environment (and) a need to improve our transportation links with the outside world."

Denis told 450 members of the local business community at Château Frontenac this week that he would devote his year-long tenure to the promotion of the high-speed train project .

A proposal put forward at a business forum this spring called for the construction of a high-speed rail line along the north shore of the St. Lawrence and Ottawa Rivers between Quebec City and the national capital via Montreal.

Unlike the $11-billion project for a 320-km/h train in the Windsor-Quebec City corridor that was proposed by a Canadian consortium that included SNC-Lavalin that failed to win federal approval, Denis said the Quebec-Montreal-Ottawa line would feature a more practical, albeit slower, model of train that would move passengers and freight at speeds of between 180 and 200 km/h.

go grows
Building for the future

GO Transit has embarked on a comprehensive rail and bus expansion plan to respond to the growing demand for more transit service. This multi-year expansion sets the stage for a bigger and better GO Transit.

The job is big and will take a number of years, but in good time, good things will happen for GO, our customers, and the communities we serve.

To learn more, choose one of these six options:

Union Station renewal
GO Transit Rail Improvement Program (GO TRIP)
Georgetown South corridor expansion and airport transportation link
New GO stations
New GO locomotives
GO Bus Rapid Transit (BRT)

Union Station renewal
We're always doing some renewal at the centre of it all – Union Station. In recent years, you've seen us add stairways and elevators, and new passenger information signs, but much more is on the way. Major construction projects include rehabilitation of the roof over the train platforms, a new platform for tracks 13 and 14, and a second GO concourse, in the west end of the building. We will also be replacing the tracks, modernizing the signal system to let us run more trains, and building a midday train storage yard east of the station. When completed, all of this will improve service for our customers. Visit the Union Station Renewal Program website.

GO Transit Rail Improvement Program (GO TRIP)
Several other big projects are in the works across the GO network. These fall under the GO Transit Rail Improvement Program (GO TRIP), with the Government of Canada, the Province of Ontario, and municipal governments in the Greater Toronto Area all playing a role in the funding. The projects include adding many kilometres of new track on the Lakeshore and Georgetown lines to allow for better train service, underpasses or overpasses that will separate GO Train service from CPR or CN freight traffic on the Georgetown, Bradford, and Stouffville lines, and improvements to allow GO Train service to extend north to Barrie. Visit the GO Transit Rail Improvement Program (GO TRIP) website.

To read about what our Union Station renewal and GO TRIP projects mean for your commute, please see the fall 2006 edition of GO News, our customer newsletter.

Georgetown South corridor expansion and airport transportation link
One of the proposed projects under GO TRIP would improve rail infrastructure along GO’s Georgetown line, through west Toronto. GO has begun an Individual Environmental Assessment (IEA) to further study these expansion plans and to examine alternatives for an airport transportation link.

The assessment has two components. One examines proposed improvements along GO's Georgetown South rail corridor that would meet the increasing demand and future need for GO Train service to the communities along the corridor, running between Halton and Peel Regions and the City of Toronto. The second is to examine alternatives — both within and outside the Georgetown South rail corridor — for an airport transportation link, including the proposed Air-Rail Link (ARL) service, between Union Station and Lester B. Pearson International Airport.

As part of the process, a website has been developed to encourage public involvement throughout the study. The website is updated regularly to include information about each stage of the study, enabling you to provide comments and input on the IEA. Visit the website about the Individual Environmental Assessment for expansion in GO's Georgetown South corridor.

New GO stations
Find out about stations we've recently opened, as well as new ones on the way. Visit the New Stations page on this website.

New GO locomotives
Our new locomotives will arrive soon! GO Transit has ordered 27 new MP40 locomotives from Motive Power Industries (MPI) of Boise, Idaho and they will begin delivery in October 2007 continuing through to November 2008.

These new locomotives will help improve our on-time performance and will allow us to accommodate even more passengers, because now we will be able to pull two extra passenger cars. GO's new locomotives are faster, more fuel-efficient, and more environmentally friendly.

The new locomotives will first be introduced on the Lakeshore West, Lakeshore East, and Milton lines, where station platforms are currently being lengthened to accommodate the extra passenger cars. Once the extra cars are added to our trains, GO Transit will have the longest commuter trains in North America.

Featuring a new look, the new locomotive's paint scheme is similar to the new look our buses are sporting.

GO Bus Rapid Transit (BRT)
Launched in the fall of 2000, GO's Bus Rapid Transit service began by operating along Highway 407 to serve the York University campus. It has grown and flourished, with greatly improved services and new park & ride lots. The GO BRT service is now one of our fastest growing services, yielding 12, 000 rides on a typical day. As part of this service, we are working with the City of Mississauga to build new, exclusive bus lanes on roads in Mississauga along Highway 403. Visit Mississauga's BRT website for more information on this project.

Rail service slated for Peterborough
Federal government commits to investment in project in budget

A high-speed commuter rail service could begin operating between Peterborough and Toronto in two years thanks to funding set aside in the federal budget yesterday.

Finance Minister Jim Flaherty mentioned the project in the budget speech when he talked about the Conservative government plan to provide $500 million to support capital investments in public transit.

It's something Peterborough MP Dean Del Mastro has been working on since he was elected in 2006.

“This was the most significant federal infrastructure investment into our area since John A. Macdonald committed to the completion of the Trent-Severn Waterway," Del Mastro told The Examiner shortly after the budget speech.

"There is no other parallel to this.”

Del Mastro told The Examiner he doesn't think it's unreasonable to expect the commuter rail service to be running by 2010.

He estimates it will cost $88 million to upgrade the existing railway tracks and rail infrastructure to support high-speed passenger rail and freight service.

Canadian Pacific Railway has committed to pay a portion of the cost and Via Rail plans to provide passenger rail service, Del Mastro said.

“This is a significant part of creating a new economy in Peterborough, a stronger economy in Peterborough and all points in between," he said.

“Suddenly investment into all of that area became an awful lot more appealing"

It seems likely the budget — along with the money for the rail line upgrades between Peterborough and Union Station in Toronto — will be approved by the House of Commons. Liberal leader Stephane Dion has said his opposition party will not trigger an election by voting against the budget.

The 2008 budget plan indicates the $500 million for public transit will be put into a trust for beneficiaries that make public commitments before March 31 to undertake investments in public transit. Money can be drawn from the trust over the next two years.

The Peterborough-to-Toronto rail upgrades would lead to a revival of a service that was shut down almost 20 years ago.

Via Rail shut down its service between Peterborough and Toronto in 1990, citing the high per-passenger cost of operating the service.

In a report Del Mastro released in October, he argued there's enough demand for the commuter rail service that it could operate without government subsidies after the initial capital investment.

His findings showed the service would start with an estimated 903 daily commuters, saving an annual 469,560 one-way car trips to and from the Greater Toronto Area.

Del Mastro gave his report to both the prime minister and the finance minister.

Since the commuter rail service between Peterborough and Toronto shut down, the population along the route has grown by more than 320,000, Del Mastro said.

“This now puts us in a position where we can attract even more people who want the quality of life we can offer in Peterborough," he said.

In addition to passenger rail service, the upgrades to the tracks will improve freight service, Del Mastro pointed out.

Specifically, he mentioned Pepsi-QTG (locally known as Quaker Oats), General Electric and Havelock-area-mine-operator Unimin Canada Inc. as some of the potential beneficiaries of faster freight rail service.

Mayor Paul Ayotte praised the federal government for putting the project in the budget.

“It makes us more accessible so I could see industries looking at that," he said. "To get high-speed rail would be great... It would really benefit the community.

“I’m all for that. They’ve got my vote.”

The city has set aside land in the Harper Road area for a commuter rail station. It would be near the Delta Hotel and conference centre planned for land by The Parkway and Crawford Drive.

Greater Peterborough Chamber of Commerce chairman Terry Merrill, who is the Waterfront Holiday Inn general manager, pointed to the public transit funding as a positive budget program for this area.

“Much of that money would be used to improve the rail system which would then allow some of the trains that go through this area a little quicker," he said. “Any infrastructure put into the rail system from us to Toronto will benefit business greatly.

“It would then allow a lot more people to think about Peterborough as a great place to live.”

It's important for the community and important for Trent University, said Don O’Leary, Trent University vice-president of administration.

“A lot of our students come from the Toronto area ... To have that rail link would be fantastic for us, it just brings us closer to the GTA for sure," he said.

“It’s important to the community and certainly important to us as well."

Peterborough GreenUp also endorsed the plan.

A lot of people who conduct business between cities prefer trains because they’re faster and more comfortable, said Trent Rhode, Peterborough GreenUp communications co-ordinator.

"I’ve actually been personally frustrated by the lack of train transportation,” he said. “It’s a good thing. It will give commuters more options.

Peterborough County Warden Ron Gerow and Greater Peterborough Area Economic Development Corp. president and CEO Andy Mitchell could not be reached for comment.

I think I just peed a little in my pants! ...yup! This is great even through its largely a political move because the line will run through historically tory ridings that are in fear of being lost to the liberals and the NDP.
